[TYPO3-core] RFC #16935: tx_coreupdates_installversioning is obsolete

Why is that? The "migrateworkspaces" will only trigger if
"hasElementsOnWorkspace", i.e. some record has t3ver_wsid="draft workspace".

What if the user has never used Workspaces before, but just versioned
his records? He should be given the hint to install "version" extension
after the upgrade regardless of the Draft Workspace status. Right?
