[TYPO3-core] RFC #16935: tx_coreupdates_installversioning is obsolete

Problem:
The tx_coreupdates_installversioning wizard is obsolete because 
tx_coreupdates_migrateworkspaces covers it's purpose.

Solution:
The attached patch removes it ;)
