[TYPO3-core] FYI24 #16936: wizardtitle "Versioning and Workspaces: Migrate "draft" workspace" is misleading

Problem:
The title "Versioning and Workspaces: Migrate "draft" workspace" is 
misleading for the upgrade-wizard which actually does much more.

Solution:
As suggest by Steffen Gebert the title will be changed to "Versioning 
and Workspaces" and adjusts the description text a bit.

If nobody objects this will be committed after 24hrs.
