[TYPO3-core] FYI #16931: [Caching framework] apcbackend test setRemovesTagsFromPreviousSet() fails

Problem:
The test fails if all tests of the class are run.

Solution:
Disentangle the test from previous tests.

Notes:
This is already in FLOW3 but was forgotten by me with #16824
