[TYPO3-core] "New" Core Team Member

Hi everybody,

I'm happy to introduce Bastian Waidelich as "new" v4 Core Team Member.

Bastian was and still is a Core Member of the TYPO3 v5/Phoenix Team and
pushed for example the development of Extbase and Fluid a lot. Thus,
Bastian is not brand new, but now active in both development branches -
v4 and v5.

So, welcome again Bastian! :)
