[TYPO3-core] RFC: #16906: Link from install tool to user settings can be improved

Hi,

This is a SVN patch request.

Problem:
There is this nice text if the install tool is locked "...
Alternatively, in the Backend, go to User tools > User settings..." and
if you click on the link, you get to the user settings. It always
bothered me that after switching to a different module, the module entry
"install tool" is still shown as active in the module menu.

Solution:
Use as link "javascript:top.goToModule(\'user_setup\',1); " and not
"../sysext/setup/mod/index.php"

How to test:
1) Remove file ENABLE_INSTALL_TOOL, log into backend and go to the
module "Install tool".
2) Click the link to get to the user settings and see the wrong active menu
3) Apply patch and reclick
4) Vote
