[TYPO3-core] FYI48: #17789: TCEforms palette header is only indented on first tab

Hi,

this is a SVN patch request.

The first tab has different wrappers, so the CSS does not work on other 
tabs than the first one

btw - the names of wrappers are horrable:
wrapperTable, wrapperTable1
class-main2, class-main12, class-main22 etc

can someone explain what the id here is?
