[TYPO3-core] FYI: Updated ext_emconf md5 sums

Hi,

I just updated the ext_emconf md5 sums (*) for the following sysext:

belog, beuser, cms, css_styled_content, indexed_search, install,
lowlevel, recycler, rtehtmlarea, saltedpasswords, setup, sys_note, t3skin.

Also updated were the externally maintained extensions:

dbal, t3editor, version, workspaces

The respective teams should keep in mind to update this before merging
to the typo3_src repository.

Committed to branch TYPO3_4-5, rev. 10583.

(*) this information is used by the Extension Manager to tell the admin
if any file was changed in their extensions locally, making the md5
differ from the shipped one => Tab "Developer Information" see "Files
changed".
