[TYPO3-core] RFC #17684: Admin Panel renders invalid markup

Problem:
Admin Panel generates invalid HTML markup:
- Superflous <div> tag
- Double usage of id="typo3-adminPanel-header"
- Wrong nesting of <div> and <a> tag
