[TYPO3-core] RFC #17645: Remove deprecated function formatSize() from t3lib_basicFileFunctions

This is a SVN patch request.

Problem:
The method formatSize() in t3lib_basicFileFunctions is deprecated since 
TYPO3 4.2 and is scheduled for removal in TYPO3 4.6

Solution:
Remove the method.
