[TYPO3-core] RFC: #17576: BEgetRootLine doesn't use cache when called with hash

Hi,

i streamed it down to the place where the anchor is added to uid.
It's anyway wrong usage: uid must be integer, the 4th parameter of 
BEfunc::viewOnClick is the section.

The attached patch corrects the call and adds the correct section (like 
"c422").
