[TYPO3-core] FYI: Fixed issue #17555: htmlArea RTE: Delete deprecated Aspell-related extension configuration variables

FYI: The attached SVN patch was committed.

Cleanup

Problem:
Extension configuration variables for setting the default Aspell 
dictionay and the list of Aspell dictionaries are deprecated since TYPO3 
4.3.

These should be set in Page TSConfig.

Solution:
Delete the variables and references to them.
