[TYPO3-core] RFC: #15563: PHP Catchable Fatal on table 'be_users' during EXPORT

Hi,

this is a SVN patch request.

Type: Bugfix

Propblem:
Currently be_users or any record from root can't be exported because of
a fatal error.

Solution:
Make an additional check if the current page is root.

How to test:
a) How to click
1) Root icon & list module
2) Click on be_user's title, select field "email" and press "select fields"
3) click on the export icon

b) fast way: call this url:
/typo3/sysext/impexp/app/index.php?tx_impexp[action]=export&tx_impexp[list][]=be_users%3A0


Now Apply patch and recheck a) and b)
