[TYPO3-core] FYI: Fixed bug #17349: htmlArea RTE: JS error when using "Edit element"

FYI: The attached SVN patch was committed.

Problem:
A js error may be raised when using dialogue "Edit element" and language 
item is not present in toolbar.

Solution:
Make the languages configuration available even if language item is not 
in toolbar.
