[TYPO3-core] [TYPO3-v4] Backporting Features to 4.5 LTS

Hi,

there have been some questions regarding backporting features that are
available in 4.6 and 4.7 to the 4.5 LTS release. I have discussed the
topic today in the Release Team's meeting and made a proposal, which is
