[TYPO3-core] RFC #15872: NoBrainer: Size definition in to restrictive selektor prevents other stylesheet to overwrite icon size

This is an SVN patch request.

Problem:
When having icons with different sizes as "normal" core you would add 
this to the icon class with width and height, since these icons have to 
be possible in every tag, they are defined as

.myiconname

  typo3/stylesheets/visual/main_content.css defines the size in 
span.t3-icon, not in .t3-icon.
Since the span.t3-icon is pro restrictive selektor than without the the 
tag-name, the size cannot be overriden anymore.

Solution:
just move some lines
