[TYPO3-core] FYI: Fixed bug #15863: htmlArea RTE: Initilization never completes in Google Chrome 7

FYI: The attached SVN patch was committed.

Problem:
Using Google Chrome 7.0.517.24 dev., initialization never completes 
because iframeready event is fired while no one is listening yet.

Solution:
Let the RTE framework listen to iframeready as soon as possible.
