[TYPO3-core] RFC: #15812: Add backend maintenance for login news

Hi,

the following update was committed to trunk rev 8929

1) @deprecation has to be in phpDoc as deprecationLog reads the phpDoc 
to generate the message
2) isset is true always as it's defined in config_default as array(), so 
count is the right check.
