[TYPO3-core] RFC: #15812: Add backend maintenance for login news

I've committed the attached version of the patch, thanks for all your 
contributions!

final changes:

* No HTML allowed in news message
* nl2br() for news message
* added CSH

Someone still needs to take care of the sprite. Regarding the icon, I'll 
talk to Lars - leaving this to the pros.
