[TYPO3-core] RFC: #15822: t3lib_beFunc use $this in static methods

Hi,

you're right with your example. However t3lib_BEfunc is different as 
it's not instanciated and has only static functions. We missed the 
static in class declaration.
So this will never be available in this class.
However, this error is present since 4.2 and noone reported any problem 
with the called hooks, so i expect no side effects.
