[TYPO3-core] RFC: Bug #15622: t3lib_TCEforms_inline registers superfluous nested level when renderFieldsOnly is set

FYI: The attached follow-up patch was committed to SVN.

The patch makes the RTE check for the existence of the declared nested 
level, thus making it less brittle.
