[TYPO3-core] RFC #15537: Rename "Shortcuts" to "Bookmarks"

Problem:
The term "Shortcuts" is used twice in TYPO3 - for pages of type 
"Shortcut" and for a thing, which is known to you under the term "Bookmark".

Solution:
At the T3UXW09 there was the decision made that the currently called 
feature "Shortcuts" inside the Backend has to be called "Bookmarks", as 
this is a more common term for what it's standing for.

Note:
Please dear translators, have a look at other applications, how it's 
called there - so don't call it the same name again!! (Thus possible for 
German: "Lesezeichen" or "Favoriten")
