[TYPO3-core] RFC: #15786: Set readLLPHPfile to deprecated, resolve undefined vars in t3lib_div

Hi,

this is a SVN patch request.

Branches: trunk (other branches should only get the undefined changes)

PHP Langauge files like locallang.php should be deprecated, extdeveval 
delivers convert routines.

Also the undefined variables should be resolved, done here.
