[TYPO3-core] RFC: #15711: Render ModuleMenu with ExtJs, remove the frameset

Hi,

i figured out the problem with llxmltranslate.

It registers a module with own section, but not with a submodule entry.
This is not the correct way, though i have to admit that we don't have 
an API for this. Most other extension like direct_mail use a dummy 
module as section and add the modules to the dummy section.

I have created a workaround which adds the module again as submodule if 
this scenario is the case, so it will work also with llxmltranslate.
