[TYPO3-core] RFC: #15711: Render ModuleMenu with ExtJs, remove the frameset

Hi,

as in Skype already discussed i was able to fix all critic points.

* flicker removed (thanks to Ernesto)
* css in module menu (expand) fixed (thanks to Jeff)
* new label for loading indicator (will be used later more often, for sure)
