[TYPO3-core] RFC: #15754: ExtDirect in Frontend

Hi,

Changelog of version2:

- removed whitespace stuff
- changed getLocationHeaderUrl to always deliver the backend ajax.php 
url if the TYPO3_MODE is not identical to "FE"

I didn't changed the debugging code, because it's part of the work to 
enable ExtDirect in the Frontend with feature partity to the backend part.

@Steffen: I hope you can remove your -1 now.

BTW: Sebastian was the person who has provided the idea how this can be 
accomplished.
