[TYPO3-core] RFC: #15290: Bug: Wrong behaviour of workspace preview setting "Enable Frontend Preview"

(trunk same as v6, for 4.4 adapted from trunk v6) have been committed:

- to 4.4 in revision 8827
- to trunk in revision 8828
