+1 on reading and testing. I agree with Stan that this is not related 
specifically to "rtehtmlarea". This is a global configuration valid for 
any RTE and it seems right to me to handle it at that place.

This patch has enough positive votes. SteffenK are you still opposed to 
it? If not, I'll go ahead and commit it.
