[TYPO3-core] RFC: #15711: Render ModuleMenu with ExtJs, remove the frameset

Hi,

i have to add a new patch. Steffen styled the splitbar but didn't 
differed between horizontal and vertical splitbar, but only the vertical 
splitbar is inside the topbar.
Same for the collapsed element. Unfortunally ExtJs forgot to implement a 
class to decide if collapsed element is horizontal or vertical. So i 
added an override where this class is added, also reported at sencha 
[1]. This override can be removed if they fix this issue in future release.
