Exactly. I was about to write the same.

The case that a user explicitly does
unset($GLOBALS['TYPO3_CONF_VARS']['BE']['elementVersioningOnly']) can be
ignored, because the if condition would still work in this case. Besides
that, unsetting config variables might not be a bright idea anyway.
