[TYPO3-core] RFC #15741: Feature: PageRenderer should be able to include locallang-files as JS-InlineLabels

FYI: The attached patch was committed to SVN Trunk (rev. 8823)

The signature of the method was changed again, the only required
parameter is now the language file. Character set and language are taken
from the pageRenderer directly since this is the scope the method is used.

Simple example: addInlineLanguageLabelFile('FILE');
