[TYPO3-core] RFC: #15725: IRRE: Foreign selector ignores optgroups in selectboxes

Just detected a lack of function when foreign_selector is used in 
conjunction with item icons. There were also wrong references to the 
parent form object in this case.

Attached patch v2 resolves these bugs and adds "icons below selector" 
functionality to IRRE [OT: looks cool right now. attached screenshot for 
proof ;) ]
