[TYPO3-core] RFC: #15465: sys_action: setting mountpoints as non-admin

Problem:
In the task center, when assigning a db_mount to a be_user as a
non-admin, the db_mounts are not correctly saved.

Solution:
The db mounts need the syntax "pages_123,pages_456" and not
"pages123,pages456"

How to test:
a) Create a new user and check out the db mounts using firebug. The
options of the select field uses the pages in the correct syntax. This
is how it should be saved
b) Test it before and after the patch. Important: Create the user not as
admin as it works there.
