[TYPO3-core] RFC: #15390: sys_action taskcenter create/edit be-user actions do not work

This is an SVN patch request.

Problem:
A user can't create a new or edit an existing be-user with a taskcenter
action:

Solution:
correct the links. the syntax changed in last minute before releasing
the new version and of course one place was missed to change it.
