[TYPO3-core] RFC #15490: Throw exception instead of dying in enableFields() function

Hi,

+1 by reading. I've created an updated version that fixes some CGL nits
and improves the wording a bit (provide the first sentence with a verb,
drop the hyphen, and don't shout the "NO").
