[TYPO3-core] RFC: Bug #15622: t3lib_TCEforms_inline registers superfluous nested level when renderFieldsOnly is set

Problem:
If a database entry contains irre child entries configured with 
renderFieldsOnly = 1,
t3lib_TCEforms_inline registers superfluous nested level.

If the child entries have RTE-enabled fields, htmlArea RTE fails when 
trying to access the non-existent nested element.

Solution:
Do not register the nested level if it is not being rendered.
