[TYPO3-core] RFC #16031: Feature - Implement new layout and labels for tt_content as result of T3UXW09

This is a follow up to #16031 containing

    + the missing LLL versions of hardcoded labels
    + missing labels for checkboxes
    + replacements of all ocurrences of locallang_ttc.php with locallang_ttc.xml

Rearrangements of tt_content TCE forms should be completed after this one.

Remove any TSconfig settings AND deinstall CSS-styled-content to test all available elements (script, splash etc.)
