[TYPO3-core] RFC: Feature #16137: [em] Task to update extension list

Mission:
Add a task to update the extension list from a remote TER mirror on a 
regular basis.

Notes:
- This patch sticks to the naming scheme and file structure of the "new" 
em: locallang, autoload hack and the exception are "pre-ported"
- The task logic will dramatically simplify as soon as the new em makes 
it to the core, this feature has been done to get it into 4.5 in case 
the new em doesn't make it.
