It could be added to t3lib_utility_Http, but getUrl() also fetches files 
(and in some cases uses the PHP http wrappers to also fetch content from 
URLs).

There is a rather complex and confusing situation where PHP supports the 
use of URLs in getting file contents and getURl() using this 
functionality plus the extra support for cUrl, etc.
