[TYPO3-core] RFC #12661: Problem with german "Umlaute" in BE file list, no thumbs generated

REMINDER

Missing: 1 by reading from a core dev and 1 vote by reading and testing 
from anyone.

Testing for those who didn't follow the discussion:
- *nix systems seems to be affected
- image with accent letters in filename (if uploaded in File list module 
$TYPO3_CONF_VARS['SYS']['UTF8filesystem'] must be set)
- to fix generation of thumbnails set 
$TYPO3_CONF_VARS['SYS']['systemLocale'] to a UTF8 locale which is 
present on the system and set $TYPO3_CONF_VARS['SYS']['UTF8filesystem'].
