[TYPO3-core] FYI: Added feature #16079: htmlArea RTE: Register RTE scripts with the autoloader

FYI: The attached SVN patch was committed.

Problem:
Required RTE scripts should be loaded by autoloader.

Solution:
Register required RTE scripts with the autoloader.

Add abstract API class name tx_rtehtmlarea_api. Autoloader cannot 
extract extension key from class name tx_rtehtmlareaapi.
