[TYPO3-core] RFC: #16059: Use ExtJS Tooltips for CSH labels

Hi,

after talk to Susanne i changed some glitches, only some to mention:

* remove the icon, each label that has CSH is clickable
* no HSC but striptags inside toolbox
* added some more width
* add cursor ponter as the complete tooltip body is clickable now
* some CGL cleanups
