[TYPO3-core] RFC #15095: Bug: The web> Versioning view has style issues resulting in "wrong layers"

Hey,

This is an SVN patch request.

Problem:
Tooltips in the versioning module appear behind the icons (see
screenshot in bugtracker).

Solution:
Use z-index.

Additionally I moved the positioning and visibility settings from the
style attribute to the CSS file.

Notes / How to test:
Send something to review or publish in the workspaces module and have a
look at the comment overlay.
