[TYPO3-core] RFC #11087: TCEForm does not replace the existing element if adding a new element to a field with maxitems=1

Hey,

attached is a reworked v3 which also fixes the Flexforms issue, works on
regular elements (like General Record Storage Page) and flexforms (like
plugin > tt-news).

Please two more reviews and tests again.
