[TYPO3-core] RFC #16021: TCEmain: Put visibility functions to the appropriate methods

Hey,

the attached patch was just commited to trunk (rev. 9108).

Type: nobrainer (but we had a brainstorming session anyway ;-))

Tolleiv Nietsch and me decided to put the following public statements
that we consider is the official API function call for TCEmain. All the
others shouldn't be labeld public right now (but also not protected as
it would break *everything*).

Thus, this is a start.
