[TYPO3-core] RFC #16020: Streamline usage of template.php:dynTabMenu

Description.
There has been some development with dyntabmenus:

- the separate function to load the dyntabmenu JS code isn't needed
anymore as the actual dyntabmenu function includes the external JS
automatically anyway. So the function is deprecated and all calls have
been removed from the core.

- The character limit of dyntab labels per line was dropped (by
default), just set to zero. All occurrences removed that parameter when
calling the getDynTabMenu() function.

- Minor CGL cleanups
