[TYPO3-core] RFC: #14396: Warn when KEEP_FILE is set

Hi,

we discussed this here at T3CSS10 and the conclusion is, that the 
complete install tool filehandling does not belong to usersettings.
We already have an idea which will be done later.

So this patch only fix the inconsistence of file deleting, therefore i 
commit this to have it consistent wrong for now.
