Because we need them in Provider-Classes for ExtDirect (Workspaces, 
PageTree, etc.) and in TCEForms to rewrite it to finally use sprites, too.

It has access private, because in no case Extensions should rely on that 
for building backend-modules. But we need it since there are some very 
crappy stuff in core ^^
