[TYPO3-core] RFC #16005: Live workspace does not respect move-to-placeholders

Hey all,

this is a SVN patch request.

Problem:
If you have ever moved a page on a workspace, and you switch back to the
live workspace, you'll see these strange pages "MOVE-TO-PLACEHOLDER".
Well, the reason is that this is long-standing bug that the
MOVE-TO-PLACEHOLDERs shouldn't be displayed in the live-workspace.

Solution:
The single point where this needs to be changed is in t3lib_BEfunc. The
attached patch adds comments and the additional change for the live
workspace.
