[TYPO3-core] RFC #16000: Move versioning selector to the version extension

Hey,

this is a SVN patch request.

Problem:
As a another step in having all version-related code separated out, the
logic of rendering the version select box in the page and list module
belongs to the version extension.

In the future, the according template.php function should be deprecated
and the version extension should hook into the HTML template building
(just like the flash messages) and display it on the pages where it
wants, but use a more generic hook than this API call that is included
on every BE call.
